Located between Riga and Parade streets. Pavel Dubrovin (1839-1890), who was mayor of the city from 1876 to 1890, took an active part in its design. That is why the park is named after Pavel Dubrovin and a monument to him is erected there. The bronze statue (sculptor Alexander Taratinov, 2007), about 2 m high, is located in a specially created square near the fountain. During the Soviet era, a memorial to Soviet soldiers was created in the park.
The park is a popular recreational spot for the townspeople. On sultry summer days, everyone can find refreshment by the large fountain, and in the evenings, enjoy its varied interplay of light and water.
